Overview of International Compliance Promotion and Certification Association (ICPCA)

1. Objective

Chemical products are essential for daily life and traded around the world. On the other hand, chemical products may cause risk to human and the environment. Because of this nature, chemical products are regulated for their production, distribution, export, import and so on. In this regard, compliance to chemical regulations is very important for the business involved in chemical products.
Recently, chemical regulations are newly introduced or updated in countries such as China, the East Asia and the ASEAN countries etc. However, such regulations are complicated and difficult to comply even if such regulation is introduced based on global standard such as GHS because of different domestic circumstances, regulatory culture and deviations.
Under such circumstances, the General Incorporated Association for International Compliance Promotion and Certification (hereinafter referred as “ICPCA”) was established to support Japanese industries to access to the updated regulatory information on chemical production, import, export and distribution. Such information covers not only regulations themselves but also implementation of the regulations.
ICPCA conducts above mentioned activities and through such activities aims to support promote compliance of industries by restraining unreasonable burdens.

 

2. Activities

(1) Enlightenment and promotion of regulatory compliance

Study and accumulate regulatory information on chemical products including safety regulation, quality and product standard. Disseminating such information to industries by various measures including inviting relevant authority to seminars and workshops as lecturers.

(2) Certification of regulatory compliance

Review compliance of companies and their products to the regulation on chemical products including safety regulation, quality and product standard and provide certification by request.

(3) Support of regulatory compliance

Study more effective supporting measures especially for “enlightenment and promotion of regulatory compliance”.

4. Organization Chart

 

  • The Information Survey and Promotion Division is positioned as a department for gathering information on overseas laws and regulations. In particular the East Asia and the ASEAN region is mainly compliant with ICPCA.
    Based on these collected information, the Regulations Seminar Promotion Office holds seminars in a timely manner, inviting lecturers from regulatory authorities, etc. in cooperation with the Planning and Public Relations Office of the General Affairs Department.
    Since the seminar will be in English, one of the English language fluent personnel will be assigned to either Office.
  • Regulatory Compliance Survey&Certification / Survey Support Department, for example,surveys and judges Regulatory compliance concerning food contact materials, and issues ” regulatory conformity confirmation certificate” when judged conformity, and also support surveys and judgments related to “regulatory compliance” conducted by companies themselves.
